Adoption policies - what are your thoughts?

This post from one of my favourite bloggers got me thinking about adoption policies and approaches to adoption.

The research was looking at why people choose not to adopt from a shelter. I know it's a bit different than a rescue group, but I've heard the same sorts of comments from adopters.

Is it better to set a higher hurdle for adopters and potentially rehome fewer animals, or make it easier and potentially get the placement wrong. How do you, as a group, decide the balance.
